NORTH AMERICAN VIKING 28 ASSOCIATION
MINUTES
The meeting was held on Friday, March 6, 2009 at Frenchmen’s Bay Yacht Club in Pickering. This will go on record as the ‘warmest’ meeting in the history of the association with great representation across the lake.
1. The meeting was called to order at 9:30 pm.
2. Review of minutes from last meeting – Andrew Sensicle proposed a motion to accept the minutes of the previous meeting, dated March 7, 2008. This was seconded by Roger Jubinville, motion carried.
3. Treasurer’s report - Carolyn Eaton
The association has a current balance of $184.16 which includes 2009 yearly dues from Eclipse & Lulu II. Dave Smith proposed a motion to accept Treasurer’s report which was seconded by James Bond, motion carried.
At the meeting, Carolyn collected yearly dues from: Airborne II, Berserk, Blithe Spirit, Crown Royal, Saga & Tsunami II.
4. Review of Regatta Venues:
It was unanimously agreed to drop Cobourg CanAm Regatta July 4 -5th. due to cost, poor wind & racing conditions.
After much discussion: James Bond proposed a motion to hold the NA Championship at the C&C Owners Regatta (NYC), seconded by Andrew Sensicle. Motion carried.
Bob Hickson proposed a motion to hold the Scotty Cowen Sept. 12 & 13 at THSC, seconded by James Bond. Motion carried.
James Bond proposed a motion to hold the Ram’s Horn Aug. 22 & 23 at EYC, seconded by Andrew Sensicle Motion carried. ! Action: Bob Hickson to make official request to recoup the Ram’s Horn from Picton. ! Action: Roger Jubinville to organize a committee boat.
2 of 3 In summary, the following dates and Regatta venues were agreed:
June 27 – 28 - NA Championship & Cruising Challenge at NYC**** Aug. 9 – 10 - LO Championship at FBYC Aug. 15 – 16 - Oronhyatekha Cup at PEYC, Picton (Note: date change per e-mail received from Mark Leavitt) Aug. 22 – 23 - Ram’s Horn at EYC Sept. 12 – 13 - Scotty Cowen Memorial Trophy at THSC
****Note: The C&C organizing committee agreed to extend the early bird entrance fee of $40 for the association until March 15th.
In addition, Steve Cutting proposed adopting at class rule that a certain number of races should constitute a series, e.g., 3 races which is in the T- Bird rules. The consensus was to leave as status quo but it would be worth revisiting in the future with the expansion of the association.
5. Open discussion on the PHRF performance of the Viking 28 fleet for 2008: ! Performance of my boat is radically different for spinnaker vs white sail ! Is there an error in the PHRF ratings? ! Am I a really bad skipper under spinnaker and a really good skipper under white sail? ! Is my spinnaker a “worn out rag”?
Andrew Sensicle gave an overview on changes for this year: PHRF is performance based so it depends on whom you are racing against. However, on review of V28s around, the handicap is ‘bang-on’ for FS and close for NFS. The Q value used in the calculation of time on distance to time on time multipliers was set 20 yrs ago at 0.045 however; on analysis of over 3500 races on the lake the PHRF Technical Committee discovered a bias between the fastest and the slowest handicaps within a division. The bias can cause an error of up to 30s/nm for handicaps >100 for a division range of 60 s/nm. Therefore PHRF has adopted a new Q value of 0.008 for this year and suggests that clubs should choose their own appropriate value for Q. As an FYI, Whitby YC will be adopting a Q value of -0.0335 (best for boats with a handicap greater than 100) which will bring times closer together within the fleet.

Carolyn Eaton suggested that for the annual meeting we alternate years with a pot luck and BBQ. The BBQ would be funded by the association. The membership decided to keep this as a pot luck event.

Bob Hickson’s offer of a keg of beer was not taken-up last year so he agreed to supply one at the Ram’s Horn Aug. 22 – 23. Funnily enough this was agreed unanimously in less than 5 seconds!!
6. Election of officers:
The officers were acclaimed as follows: President: Steve Cutting (Blithe Spirit) Vice President: James Bond (Blithe Spirit) Secretary/Treasurer: Carolyn Eaton (Eclipse) Webmaster: Andrew Sensicle (Beserk)
A big thank you, from the association, to Bob Hickson (former President) & Elaine Collis (former Vice President) for all of their work over the last couple of years.
